【제도】자격 및 보험료 부과․고지

 

○(대상) 외국인 및 재외국민 유학생 … 유학생(D-2), 일반연수(D-4)

※ 가입제외 대상: 붙임2 안내문 참조

 

○(취득시기) ① D-2: 입국일(최초 입국 시 외국인등록일)

② 재외국민, F-4: 입국 후 학교 입학일(재학증명서 등 제출 필요)

 

○ (보험료) 2025.1월분부터 월 76,390원

… 전년도 11월 가입자 평균보험료(152,790원)의 50% 경감

※ 소득월액 30만원 이하, 재산과표 13,500만원 이하의 요건 모두 충족 시 경감 적용

 

○(고지) 외국인등록 또는 국내거소 신고한 거소지로 우편 발송

 

【안내】전자고지 및 자동이체 신청

 

○ (전자고지) 신청인의 이메일 또는 모바일로 전자문서 발송

○ (자동이체) 매월 납부마감일(전월 25일)에 건강보험료 자동 출금

※ 납부마감일(25일) 이후 매일 연체금 발생 … 최대 5%까지 부과

 

○ (카드수수료) 카드납부 시 신용카드(0.8%), 체크카드(0.5%) 수수료 부담

○ (신청방법) 방문, 유선(1577-1000), 지사 팩스, 공단 홈페이지‧앱(‘The건강보험’)

○ (납부방법) 자동이체, 가상계좌, 금융기관 납부, 외국인센터 방문 카드납부

○ (감액적용) 자동이체 전월분 완납 및 이메일 고지 시 매월 200원 감액

○ (급여제한) 보험료 체납 시 익월 1일부터 급여제한(완납시점부터 인정)

※ 체납기간 중 급여적용은 소급되지 않음 ex) 1월분 1/5일 납부, 1/1일~1/4일까지 급여제한

 

○ (일반건강검진) 만 20세 이상 홀수 연도 출생자 … 본인부담 없음

※ (자궁경부암검진) 만 20세 이상 여성 홀수 연도 출생자 … 본인부담 없음

□ (System) Eligibility and Insurance Premium Notification

○ (Target Audience) Foreign students and overseas Koreans … Students (D-2), General Trainees (D-4)
※ Excluded from enrollment: Refer to Attachment 2 for details.

○ (Effective Date) ① D-2: Date of entry (first entry or foreigner registration date); ② Overseas Koreans, F-4: Submission of enrollment certificate and other documents is required after entry.

○ (Insurance Premium Changes) From January 2025, the premium will be 76,390 KRW per month.
… A 50% reduction from the previous year’s average premium of 152,790 KRW in November.
※ The discount applies when both conditions are met: Monthly income of 300,000 KRW or less, and a property assessment of 13,500,000 KRW or less.

○ (Notification) A notification will be sent by mail to the address registered during foreigner registration or domestic residence notification.

□ (Guidelines) Electronic Notification and Automatic Transfer Application

○ (Electronic Notification) An electronic document will be sent to the applicant’s email or mobile phone.

○ (Automatic Transfer) Health insurance premiums will be automatically deducted on the 25th of each month, the payment deadline.
※ Late fees will accrue daily after the payment deadline (25th), up to a maximum penalty of 5%.

○ (Card Payment Fees) Fees for card payments: Credit cards (0.8%), Debit cards (0.5%).

○ (Application Methods) Applications can be made via ‘The Health Insurance’ app, website, in person, or by phone (1577-1000).

○ (Payment Methods) Payments can be made via automatic transfer, virtual account, bank transfer, or card payment at the Foreigners’ Center.

○ (Discount Application) A 200 KRW discount will be applied monthly for those who pay in full by the previous month’s due date and opt for email notifications.

□ Other Information

○ (Benefit Restrictions) If the insurance premium is overdue, benefits will be restricted from the 1st of the following month (benefits are reinstated once the full payment is made).
※ Medical expenses incurred during the overdue period are not reimbursed. For example: If payment for January is made on the 5th, benefits will be restricted from January 1st to 4th.

○ (General Health Check-up) Available for individuals aged 20 or older, born in even-numbered years. No out-of-pocket cost.
※ (Cervical Cancer Screening) Available for women aged 20 or older, born in even-numbered years. No out-of-pocket cost.
